The Verkhovna Rada of Ukraine Committee on Economic Policy suggests that the Parliament considers at the First Reading and adopts as a basis the Bill on purchase of commodities, labour and services for the public funds, submitted by the President of Ukraine.

Arseniy Yatseniuk, the Chairman of The Verkhovna Rada of Ukraine, who stays on a two-day working visit in the Autonomy, declared the said fact at the meeting with the members of the Presidium of The Verkhovna Rada of the Autonomous Republic of Crimea, chairmen of the village, settlement, district, and city councils, held on 30 January 2008.

He considers the Law on public purchases, adopted by the Parliament of previous Convocation, as "the highest degree of legally established corruption".

According to A.Yatseniuk, the introduced Bill envisages "reduced function of the tender Chamber and extended scope of purchase".

The Chairman of The Verkhovna Rada of Ukraine dwelled on tenders at his meeting with the rectors of Crimean higher education establishments and student self-government representatives, held in the morning of 30 January. He stated that "we will reach an agreement regarding the said Law in a month or two".

During the meeting the education experts drew attention to a number of problematic issues in the field of education. Inter alia, they dwelled on decline in the quality of school education and preparation of experts, gradual decrease of education solidity, increased social tension within the personnel of higher education establishments, and inadequate material and technical infrastructure of higher education.

The participants of the meeting deem necessary to enhance higher education management system.

The Chairman of The Verkhovna Rada of Ukraine stated that the Parliament will devote due attention to the problems of education.

A.Yatseniuk also called to treat external testing with utmost responsibility, since "we should grant a chance to obtain higher education to every child".
